Episode Recap: This episode begins with a fashion show and party in true Miami style. Then the show cuts to an unknown man and woman having a fight. The girl runs out into the night trying to get a cab but doesn't succeed so she runs out into the road and out of nowhere a sports car hits her.
The next scene shows Yelina, Alexx, and Horatio at the crime scene. Yelina informs H that no one saw or heard anything and Alexx tells him about the victim's injuries. Horatio notices that the tire treads show that it wasn't an accident.
Speed, Calleigh, and Eric work together at the crime scene; finding some important evidence and as usual there is a witty repertoire going on between Speed and Eric.
Alexx shows Horatio money that she found on the victim and Horatio notices blue glass in her hand. They also decide that the victim is a model.
Tyler and Eric then work on the car type and find it to be a Lamborghini Diablo. Then Speed has Eric unwillingly call an old flame of his at the DMV to get the name of the car owner. This leads Horatio and Calleigh to Scott Mandeville the owner of Mandeville Modeling Agency. Mr. Mandeville identifies the victim as Tess Kimball, and verifies that she does work for his modeling agency. Of course Mr. Mandeville (played by Chad Lowe) denies that he has anything to do with it. When they look inside, they find a piece of blue glass with blood on it that is identical to the glass found in the victim's hand. When Horatio asks for a guest list for the party he had, Mr. Mandeville begins to refuse when Calleigh says that it doesn't matter anyway because she had watched the party on MTV last night, "With a tub of popcorn and some decaffeinated tea."
Back at the lab Eric and Tyler are still working. They find out that because of the speed and impact the driver would have air bag burns.
Next we see Horatio watching Yelina. He is interrupted by Rick Stetler (IAB agent) who wants to ask Horatio if he can date Yelina. Horatio tells him that would be up to Yelina and as Rick walks away Yelina comes to talk to Horatio about Tess's roommate Michelle who hasn't been seen in a couple of days. Calleigh and Tyler look over the tapes of the MTV program and find a screenshot of Tess having an argument with no other than playboy Clavo Cruz.
Horatio and Yelina interview Scott Mandeville once again but this time he had his lawyer in tow. Horatio finds out that Clavo had "borrowed" Scott's car the previous night and when Horatio asks why he didn't call the police about the car, Scott replies. "Do you know Clavo?" Horatio responds no and Scott says, "He's a scary guy." Then he goes on to tell H that Clavo is probably at a club named Pearl.
Off to Pearl, Horatio and Yelina find the Cruz brothers having a good time. Horatio immediately notices that Clavo has a burn on his face that looks a lot like an air bag burn. They tell the brothers about the murder and how they believe Clavo is involved but when they try to arrest him Clavo tells them he has diplomatic immunity. He then tells them how "sick" it was when he hit Tess with the car. Ramone Cruz tries to apologize "on behalf of my family," but Horatio does not accept it.
Horatio goes to talk to State Department man Jim about the reason that the Cruz brothers have immunity and finds out that it is a bunch of government red tape. Horatio is distracted when he sees Rick talking to Yelina.
The next scene shows Horatio and Yelina talking. At first they talk about the case but then about more private matters. Yelina accuses Horatio of not being able to speak for himself and Horatio makes a speech about boundaries. Then we find out that Horatio feels he didn't do enough to save his brother Raymond. Eric, Calleigh, and Speed go on a stakeout. They wait outside a club for Clavo Cruz to come out and when he does they bust him for DUI.
Horatio and Calleigh have Clavo in an interrogation room and he tells them they can't keep him. Horatio agrees but tells Clavo that he wants the car keys because they have impounded the car. Clavo drops them on the floor and then spits on Horatio after he picks them up. Instead of getting mad however, Horatio thanks him and when Clavo is escorted out of the room Calleigh swabs the spit for Clavo's DNA.
At the impound lot Eric, Calleigh, and Speed look for evidence on the car but can't legally touch it so Eric blows on the bumper for a moment so that a piece of fabric breaks free and he takes it off the ground. They now have proof that this car is the murder weapon.
When Clavo is set free Horatio is there and talks to Ramone. We find out here that Horatio suspects Ramone of being guilty of something as well.
H gets a call from Alexx and he heads to the morgue to see the body of Michelle Cormier, Tess's roommate that was found on the beach. It appears that she was drowned.
Eric and Speed go on a mission to find the air bag and end up on a garbage barge. After digging through the garbage Speed finally finds the air bag they have been searching for.
Back at the lab Calleigh begins processing the air bag and finds some epithelial cells on it and takes them to Velera to process them. Calleigh decides to wait till the results come back and Velera finds that the cells DNA match the DNA from Clavo's spit which proves he was driving the car when Tess was hit. Before Calleigh leaves Alexx comes by to drop off some evidence herself. When Calleigh again says she will wait for the samples to be processed Alexx makes a remark and Calleigh says, "I can't help it. It's in my DNA. I'm naturally curious."
Jim from the State Department comes to Horatio and threatens to pull funding from the lab if Horatio doesn't apologize to the Cruz brothers for "harassing" them.
Horatio goes to apologize and asks Ramone about Michelle's death. Ramone tells him that it was an accident. Clavo makes a remark he will later regret, he tells Horatio they are going deep sea fishing and need to go.
The team does some more work on the case and when the find that the water sample from Michelle's lungs matches the pool water at the Canadian consulate they realize that Ramone killed Michelle and tried to pay Tess off so she wouldn't tell the police and that Clavo killed her when she refused to be quiet. Aggravated with the Cruz brother's immunity Speed asks Horatio, "If we can't use forensics against guys like Clavo then what exactly are we doing?"
Horatio notifies the coast guard and they interrupt the Cruz brother's fishing party. It seems that they are outside Miami waters and flying a Bohemian flag. Because Michelle was a Canadian citizen and Ramone killed her on Canadian land (at the consulate) the coast guard had the right to arrest Ramone. Horatio warns Clavo that he is next. And says, "Remember when you are in Miami that We Never Close."
Last scene shows Horatio and Speed watching Michelle's parents sitting on a bench. Horatio looks at Speed and says, "You wanted to know why forensics? This is why." And proceeds to walk away to tell Michelle's parents that her killer is behind bars.
